The county of Kerry suffers from poor access. Towns such as Dingle. Cahersiveen, Listowel, and even large Tralee are far from any major trunk routes. Dual carriageway penetrating the county as far as Tralee and coming from both the Limerick and Cork directions would do much to redress this problem. The distances involved are great, however: over 100 kilometres would be needed. The new N21 would connect with the Adare bypass near Limerick and, beyond, the M20. The N22 would link with an upgraded Cork-Macroom road. All of these N21 and N22 sections are due to be rebuilt as greenfield single carriageways, but this won't be sufficient for longterm growth.
